he said, referring to juvenile offenders going to social centers instead of prison.

According to Duterte, the “Pangilinan Law’ is allowing youths to commit crimes with impunity—a trend he wants to stop.
“„You do not go into this kind of set-up without providing the space and money,- Duterte
he said.
“„Make it mandatory for local governments or the national government to build correctional institutions where they will be upon what are the responsibilities of a Filipino citizen.- Duterte
Asked how he would implement the scheme, Duterte said he would require mandatory correctional institutions to be set up all over the country where the children would be taught how to be responsible citizens.

According to Davao City Mayor Rodrigo Duterte, he will push for the imprisonment of juvenile delinquents who are above 12 years old when he becomes president despite the presence of the so-called “Pangilinan Law.” For roving youth and juvenile offenders, better start behaving now.
