- CHR weighed in on CCTV showing slain Grade 11 student being carried off by cops
- Spokesperson said they are willing to help family probe his death
- She also said they can start investigation on their own
MANILA, Philippines – The Commission on Human Rights (CHR) said it is ready to extend assistance to the family of a Grade 11 student killed during an anti-drug operation in Brgy. 160, Caloocan City on Wednesday night.
Speaking with GMA News, CHR spokesperson Jacqueline de Guia said they can start the investigation on the death of Kian Loyd delos Santos even without being approached by the family.
“Handa po kaming tumulong sa kahit sino mang biktima ng pang-aabuso, sa ngayon wala pa po kaming kumpirmasyon kung lumapit na po sila sa tanggapan. Gayunpaman, kahit hindi po sila lumapit sa amin maaari po kaming magsagawa ng motu propio investigation sa kasong iyan,” she said.
[We are ready to help whoever the victim of abuse is, but for now we have not received confirmation if they have contacted our office. Regardless, even if they do not approach us, we can still initiate a motu proprio investigation on that case.]
Authorities claimed Delos Santos tried to escape during the raid and shot at them; prompting them to fire back and kill him.
However, CCTV footage of a man appearing to be Delos Santos being dragged away by two policemen in plain clothes have cast doubt on the veracity of their report.
The kin of the deceased disputed the findings; saying the 17-year-old did not have a gun and was never into drugs.
“Hindi namin matanggap na babaril siya ng pulis samantalang nakita namin sa CCTV camera, kung babarilin sila ng anak ko… bakit dala dala nila ‘yung anak ko? Kinaladkad, dinala nila sa dilim, doon nila pinatay. Tapos sasabihin nila lumaban?” Saldy, the father of Delos Santos said.
