Years before he was appointed as the manager of the Maguindanao Electric Cooperative (MAGELCO), Sultan Ashary Maongco, a US-trained former top executive of the National Power Corporation tried to reform the Lanao del Sur Electric Cooperative (LASURECO).
As the national government supported the infrastructure and technological requirements of LASURECO, twenty-two mayors of Lanao del Sur filed criminal and administrative complaints against Maongco and two other respondents on June 19, 2014 for plunder, qualified theft, and violation of R.A. 3019, R.A. 6713.
Included in the complaints were former NEA Administrator Edita Bueno and COA Auditor Digno Tumbokon.
On August 27, 2017 the Ombudsman dismissed the cases against the respondents. In a nine-page decision, the Office of the Ombudsman said the complainants failed to show sufficient evidence to establish probable cause against the respondents.
According to the Office of the Ombudsman, the complainants have failed to establish a “well-founded” belief that a crime has been committed as well as their complicity to the alleged crimes.
“I have redeemed my name from my detractors who did not see the logic of reforming LASURECO for the good people of Lanao del Sur and Marawi City,” Maongco said.
The Maguindanao Electric Cooperative is now one of the best and top performing cooperatives in Mindanao today.
