Although Atty. Raul Lambino, administrator of the Cagayan Economic Zone Authority, acknowledged that there had been speculations about Arroyo’s role in a federal-parliamentary set-up, he said Arroyo has “no such ambition.”
He also said critics were only floating Arroyo’s “supposed plan” in order to invite more opposition into changing the constitution.
“Kilala naman natin ang pagkatao ni President Arroyo. Hindi ganun ang character nya. Wala siyang vested interest dito,” said Lambino. [We know the personality of the former President, it’s out of her character… she has no vested interest in this].
Meanwhile, some congressmen also floated the idea of holding no elections in 2019; allowing incumbent lawmakers to remain in power and to allow Congress to draft a new federal constitution.
PDP-Laban, on the other hand, wants to hold elections next year under a new federal constitution, said Lambino who is also PDP-Laban’s vice president for international affairs.
