DICT wants 3rd telco player to have a ‘very deep pocket’ that Globe, Smart can’t easily acquire

Department of Information and Communications Technology (DICT) Officer-in-Charge Undersecretary Eliseo Rio Jr. said the third telecommunications company in the Philippines must have a very deep pocket so that it can’t be easily acquired by Globe and Smart.

“Third player must have a very deep pocket. Malalim talaga ang bulsa para hindi lang sila basta-bastang makuha ng Globe and Smart,” GMA News quoted him saying.

Among the criteria set for the new player include commitments regarding investment, subscription price, and internet speed and coverage.

Moreover, the department headed by Rio must name the third telecom by March 2018 as President Rodrigo Duterte rejected their request to extend the deadline for two more months because of the holidays and bidders’ request.

Presidential Spokesperson Harry Roque said DICT’s request to be given more months was not approved during the Cabinet meeting on February 5; therefore, they have to stick with the original plan.

Democracy.net.ph co-founder Pierre Galla said, as per a Rappler story, that it could take three to five years to secure a legislative franchise in the Philippines but it could be shortened as Duterte’s allies dominate the Congress.

The third telco may possibly be the first to use 5G technology in the country.
