- President said CHR chief deserves P1,000 budget
- He accused CHR of bias against gov’t agents, said acts have angered lawmakers
- However, he said allocation may still be subject to review
MANILA, Philippines –- An unsympathetic President Rodrigo Duterte said Chairman Chito Gascon deserves the P1,000 allocated by the House of Representatives to his Commission on Human Rights (CHR) for their alleged bias against agents of the government.
“He had it coming,” the Philippine Daily Inquirer quoted him as saying. “Itong si [This] Gascon, he opens his mouth in the most inappropriate way.”
According to Duterte, Gascon and the CHR have been nothing but prejudicial against the government’s law enforcers even though investigations into their alleged abuses have yet to be wrapped up.
“When you are an investigating agency and you are empowered to investigate and prosecute recommendations, itong g****g Gascon na ito, nakikialam pa during the incident,” he said. “Huwag kang pumasok diyan. Palibhasa ‘di nga abugado ang t****. Kapag ano magpadala ng imbestigador, at pati siya pumupunta. You have already concluded na mayroong violation dito.”

The president said the P1,000 budget was the lawmakers’ way of expressing their anger at Gascon.
“Iyung P1,000 na binigay ng Congress sa opisina niya, kasi galit ang Congress sa kaniya,” he said.
[That P1,000 that Congress gave to his office is because they are angry at him.]
At the same time, Duterte said the allocation may still be subject to review by the Senate and the two chambers’ bicameral committee.
