Mentally-ill siblings restrained for years by their own family

Relatives of two siblings who, apparently, are suffering from a mental disorder decided to restrain and imprison the two inside their house in Barangay Dumpay, Basista, Pangasinan in fear that they might hurt somebody.

In a report by GMA News on Friday, the immediate family stated that the siblings have tried leaving their house for several times; in some instances they tend to become violent. Because of these incidents, the relatives decided to restrain the siblings inside their house.

Relatives also explained that they don’t have sufficient money to have the siblings checked by specialists.

Virgie Cabatbat, sister of the two siblings said “Ipa-ospital ninyo sila para gagaling na po sila, kasi hindi talaga namin kayang alagaan, maliliit pa po kasi ‘yung anak ko sir eh,” [Please bring them to the hospital for treatment, because we really can’t take good care of them. My children are still very young, sir.]

The siblings, Angela, not her real name, 38, has been in restrains for more than 10 years while Ronald, not also his real name, 41, has been tied for seven years.

Adding to the family’s problem is that, the two siblings don’t know yet that their mother have already passed away.

According to the Municipal Social Welfare and Development (MSWD) office, it is unlawful to tie and hold the siblings in captivity.

Jennica Bustarde, social welfare officer 1 of MSWD explained that the law states that it is prohibited to tie-up someone who is mentally incapacitated since it violates their human rights.

On a positive note, the MSWD office will facilitate the check-up of the siblings in Baguio City after their mother’s burial.
