Resorts World gigs: Is Mocha Uson flouting ban on gov’t employees inside casinos?

MANILA, Philippines – Is Presidential Communications Assistant Secretary Mocha Uson openly defying a decree banning government employees from going inside casinos?

The question has been raised after promotional videos and posters of Uson’s gigs inside a bar in Resorts World Manila (RWM) were circulated on social media.

According to RWM’s website, Uson regularly performs in Bar 360 every Tuesday from 10 PM to 11 PM.

“The Mocha Girls regularly perform at various venues around the metro, and have also toured internationally including cities in the Middle East and Asia with their lead vocalist, Mocha Uson, together with Franz Faisan, Georgina Knight, and Seika Hashizume,” the website said.

A staff said Uson’s performance inside the bar reportedly had knowledge and blessing of President Rodrigo Duterte himself.

“She’s performing pero inaayos na ng legal department lahat [but the legal department cleared everything up. The President knows about it, supposedly,” he told GMA News.

In a separate statement, the management reminded all entertainers to comply with existing rules and regulations.

“Resorts World Manila has advised its entertainment providers to strictly comply with all relevant laws and regulations,” RWM said.

Under Presidential Decree No. 1067-B (series of 1977), as amended by PD No. 1869 (series of 1983), Government officials connected directly with the operation of the government or any of its agencies are among those prohibited from playing inside a casino.

While the wording indicates a prohibition on actual gambling only, succeeding memorandum circulars stressed that government workers likewise are not allowed to enter casinos.

In the latest memo issued by Executive Secretary Salvador Medialdea under President Rodrigo Duterte’s authority, government employees were reminded to “strictly observe and comply with all pertinent laws, issuances and policies prohibiting government personnel to enter, stay or play in gambling casinos”.
