Presidential Communications Operations Office Secretary Martin Andanar said President Rodrigo Duterte needs emergency powers to address the anticipated heavy traffic during the Christmas rush.
“Hopefully nga maibigay ‘yung emergency powers. Isa naman ‘to sa mga hiningi talaga ng ating pangulo at ng ating Kalihim ng Department of Transportation, at lalong-lalo na ngayong mga na panahon na ito,” Andanar said in an interview.

As mentioned in a GMA story dated November 19, 2017, Senate Bill 11, known as the Transportation Crisis Act of 2016, if passed would give President Duterte to reorganize the DOTr and the agencies attached to it.
With emergency powers, the President could expedite the implementation of transportation projects aimed to address the worsening traffic crisis in Metro Manila and other urban areas.
Andanar is hoping that the bill would be passed before the month of November ends.
But even without the bill’s passage, Andanar expressed confidence that traffic enforcers would be doing their jobs, especially in areas around malls.
