MANILA, Philippines – President Rodrigo Duterte has ordered Development Academy of the Philippines (DAP) President Elba Cruz to immediately step down from her post following complaints about her work conduct.
While the letter dated October 18, 2017 and signed by Executive Secretary Salvador Medialdea did not mention Cruz’s alleged wrongdoings, it said she had been serving in a holdover capacity since June 30 as her original term had already expired.
“We refer to your Presidential Appointment dated 14 March 2017, wherein you were appointed Member, Board of Trustees, Development Academy of the Philippines (DAP) to serve the unexpired Term of Office that began on 01 July 2016 and ended on 30 June 2017,” it said.
“Considering that your Term of Office expired on 30 June 2017 and that you have been serving the DAP Board in a holdover capacity, we now wish to inform you that, upon instructions of the President, your service in such holdover status is hereby discontinued effective immediately. To ensure uninterrupted delivery of public service, you are hereby directed to turn over all official documents, papers and properties in your possession to the proper office of the DAP,” the letter added.
For their part, employees who accused Cruz of mismanagement and inappropriate use of funds to travel outside the country every month thanked Duterte for her removal.
“Employees of the Development Academy of the Philippines today thanked President Rodrigo Duterte for finally terminating Atty. Elba S. Cruz as DAP president, saying it is the best Christmas gift they can receive,” the workers said.
