State weather bureau PAGASA said on Wednesday afternoon that the low pressure area east of Hinatuan, Surigao del Sur has entered the Philippine Area of Responsibility (PAR) and has strengthened to become a tropical depression.

PAGASA said that the location of tropical depression Vinta’s eye as of 4:00PM Wednesday, was at 735 km East of Hinatuan, Surigao del Sur (08.3 °N, 133.0 °E)

Vinta’s maximum sustained winds are 45 kph near the center and gustiness of up to 60 kph.

Signal No. 1 has already been raised over northern Davao Oriental and Surigao del Sur.

Vinta is expected to make a landfall somewhere at Caraga-Davao Region between Thursday evening and Friday morning.

“Residents of these areas must undertake appropriate measures against flooding and landslides and coordinate with their respective local government and disaster risk reduction and management offices,” PAGASA said.

The country is just recovering from the damage left by tropical depression Urduja a few days before Christmas.

Urduja swamped parts of Luzon, Masbate and Visayan islands; leaving at least 43 dead and 45 missing.
