The Commission on Appointments (CA) on Wednesday approved chairman of the CA health committee Senator Gringo Honasan’s nomination of Francisco Duque III as secretary of the Department of Health (DOH).
Senators Manny Pacquiao, JV Ejercito, Miguel Zubiri, and Ralph Recto all supported the motion of Honasan to confirm Duque’s appointment.
“Dr. Duque is not only passionate about public health but also an effective communicator who manages to get the message across to the Filipino people,” Honasan said.
Ejercito said he is confident that Duque can “withstand all controversies that the DOH might stumble into.”
Zubiri, meanwhile, said Duque is “the man we need to lead the main government agency in charge of providing quality, accessible public health services.”
Recto said that Duque is the hands-on manager the country needs at DOH today, one who can solve today’s ills while preventing future problems, one who treats the causes and not the symptoms, and one who is both curative and preventive in outlook.
Duque was appointed by President Rodrigo Duterte last year after the CA rejected the nomination of former secretary Paulyn Ubial. Duque also held the same position during former president Gloria Macapagal-Arroyo’s term.
Meanwhile, Malacañang welcomed Duque’s “swift” confirmation and expressed confidence in his ability to lead the DOH amid the Dengvaxia controversy.
“Congratulations po kay Secretary Duque at ‘yang kanyang mabilisang confirmation po ay patunay na siya po ay karapat-dapat na maging Secretary of Health at kampante po ang Malacañang na with Secretary Duque at the helm of the DOH, lahat po ng ating mga problema, lalo na dito sa Dengvaxia, ay mabibigyan po ng tamang solusyon,” presidential spokesperson Harry Roque said.
[Congratulations to Secretary Duque, and his swift confirmation is proof that he is really fit to be Secretary of Health. All of our problems in the health sector especially in the Dengvaxia mess will be given a solution].
For his part, Duque said his confirmation for the position is “so vital” for him to discharge his duties in an effective manner.
“It will be a lot easier. There’s going to be more focus after that, and there will be less tentative actions. Everything will be more resolute, definitive. That’s, I guess what the confirmation will bring about,” he said.
