Senator Gatchalian wants blacklisting of the Php 8.1-B barangay health stations project contractor over irregularities

Senator Win Gatchalian on Wednesday said he would recommend the blacklisting of J-Bros construction to all government projects over alleged irregularities.

J-Bros is the contractor of the controversial Dept. of Health project to build a Php 8.1-billion worth of 5,700 school-based barangay health centers but only 270 have been built.

The project was divided into two phases: construction of 3,200 BHS in Phase 1, and 2,500 BHS in Phase 2.

During the hearing, as spearheaded by health committee chairman Joseph Victor Ejercito on Wednesday, the panel conducted an inquiry into the nationwide BHS project that started under the Aquino administration.

“I think the biggest problem here is the misrepresentation of the contractor, sinasabi nga niya na tapos na ang trabaho niya pero hindi pa naman pala, that’s the biggest issue here. Second is the planning, lumalabas sa hearing na nagbigay na pala ng pera sa contractor, nag-bidding na tayo, tapos problema pa pala ang lupa kung saan itatayo itong mga health centers. So it wasn’t planned from the start kaya nagkakaroon tayo ng problema,” according to Sen. Gatchalian via Bombo Radyo.

J-Bros last March billed the DOH amounting to PHP2.9 billion for the 429 barangay health sites which it claimed to have already completed.

However, the DOH withheld payment after finding out that only 270 barangay health stations were completed of which only eight had validated complete documents.

In its defense, JBROS said the the two main problems that hampered the implementation of the project is DOH’s breach of contract by failing to deliver possession of the sites to the contractor and the agency’s failure to pay the first progress billing.
