Recto To LTO: Stop shameless money-making, return motorists’ money. Senator Ralph Recto said the transportation agency should immediately stop requiring drivers to replace their current license plates with newer ones issued by the LTO, even though the Land Transportation Office (LTO) had previously called for the temporary suspension of its contentious "no license plate, no travel policy."

Their policy should be stopped. Why should they try to replace license plates that aren’t broken? It’s just adding to the public’s problems.
Every new license plate for a car costs the LTO P450, and a motorcycle's license plate costs P120. Drivers must also pay P50 for LTO stickers in addition to the above requirements. Recto declared, "No matter how I look at it, it's a really pointless policy," adding that the manufacturing company whose credentials are currently under scrutiny due to irregularities in the bidding procedure will ultimately receive the money from the sales in any case.

Repay Those Who Paid

In addition to urging the LTO to reverse its stance, Recto suggested that the agency pay motorists who had paid cash for the newer license plates.
[The motorists] should be reimbursed until such time that the LTO can convince the Senate and the motoring public that something good can come out of it like making our vehicles less vulnerable to car theft once these plates are installed.

Concentrate Instead On Traffic Issues

Furthermore, Recto stated that the LTO should cease focusing on motorists and instead focus on more serious issues such as the city's rising traffic congestion.
The LTO should instead concentrate their efforts in easing the daily traffic jams…and in making sure that our mass transport like the MRT and LRT are working fine. They should not focus on replacing license plates because it’s really not a problem in the first place.

Final Words

In a news release, Recto called for an immediate end to the LTO practice, arguing that it is obvious that it is just another money-making scheme perpetrated by the agency at the expense of the general community.
